Did he not like her ?

My cousin have this guy friend who I thought like her. He would tease her, play with her hair, say hi to her and hug her when he see her. He would remember small things about her, like her middle name, nickname, and even birthday. He played footsie with her under the table twice. Ask her who she liked. Hold her hands, and even complimented her. He ask her if she would marry Bruno Mars she said yes because she love Bruno Mars and he ask her would she marry him she said no and they laugh. Her friends even thought they be cute together. Then yesterday I find out he like someone else and he wants to ask her out but is scared(not my cousin). So now I'm confuse I thought he liked her. what's up? did he not like her? Is that what guy friends do?I'm so confuse
