Do Iraqi's want a central government?

I have come to the opinion that the large majority of Iraqi's don't desire a central government. Each group (Kurds, Sunnis and Shiites) want to rule their own geographic areas within Iraq. If this is true, doesn't that mean that the Balkanization of Iraq is a forgone conclusion regardless of steps that the U.S. or the insurgents take?
