What African university is equal to Harvard?

I did see due to Nigerian economic development and recapturing of ancient knowledge that once was envy of all the world that one top university in Nigeria (I think the university of Lagos) was ranked by scholars as being equivalent to Harvard. Of course not with money or reputation but definitely in terms of learning materials and intellectuals present. But I can't remember the name of the university. Anyway if the price was reasonable say 65,000USD for a Bachelorhood (BA, BSc, BEng) degree and offers the benefits of the rich culture, language etc... would you be interested?
