Average German in the holocaust?

hey i am writing a paper on the average german in the holocaust. i am wondering in what ways (or not at all) did the average german contribute to the holocaust. specifically, was the holocaust merely a secret government operation, or was it a movement instigated by the third Reich that society as a whole participated in as well. thanks a lot.
