Can a permanent US resident file immigration papers for a spouse?

My boyfriend is a permanent resident since 3 years and we want to get merry so he can file papers for me. How long does the procedure take if he's not a citizen yet??? Will I be able to get a work permit after we file the papers and how long it might take for me to get the EAD (employment authorization doent) ???
