Who's idea was it to invade the beach of Normandy on D-Day?

Was watching the Military Channel and there was a video clip of D-Day invasion forces landing on the beach and I thought to myself... WHY in the world would you invade a beach fully occupied by German soldiers?!!? I doubt they couldn't see the large grey bunkers just sitting there and the barricades littering the beach. Just wondering =)
